Case Study: Perth City Hall
Procladd were proud to support the redevelopment of the historic Perth City Hall into a world class £26.5m museum—now home to the iconic Stone of Destiny. Delivered by BAM Construction for Perth & Kinross Council and Hub East Central, the project formed a key part of the Tay Cities Region Deal and focused on sensitively transforming the Edwardian building into a modern cultural destination while respecting its protected heritage features.
Our Scope: Upgrading the Roof to Modern Standards
As part of the building’s conversion, Procladd were appointed to refurbish the existing roof and bring its performance in line with current building regulations. The project required an overlay solution that would preserve the existing roof structure while delivering long term waterproofing, improved thermal efficiency, and compliance with modern standards.
Our package included:
• Installation of Sika Sarnafil G410 15EL Single Ply Membrane
• Full roof insulation upgrades
• Lareine Engineering circular rooflights
• New safety line systems and access ladders
• A combined mechanically fixed and adhered system, tailored to the building’s varied existing substrates
Sika was specified due to the roof’s original concrete deck, and our installation method ensured a durable, high performance solution suitable for a sensitive heritage environment.
Complexities of Working with a 1911 Heritage Structure
Originally completed in 1911, Perth City Hall presented several technical challenges. Before design and installation could begin, Procladd undertook intrusive investigation works, including:
• Coring samples to determine the existing build up
• Assessing substrate condition and structural integrity
• Identifying suitable fixing solutions compatible with the 100 year old roof
This ensured that the overlay system was designed specifically for the building’s condition, preserving as much original fabric as possible while guaranteeing long-term performance.
Delivering High Standards Within a Constrained City-Centre Environment
The project’s city centre location demanded meticulous planning and coordination. Located in the heart of Perth, the building is surrounded by busy public areas, narrow roads, and adjacent residential properties—requiring the team to work safely, quietly, and efficiently at all times.
Our management team introduced:
• Timed deliveries to work within limited site space
• Careful traffic and pedestrian management
• Reduced noise working methods due to nearby residential flats
• Strict sequencing to avoid disruption to the city centre
Despite tight access and high footfall, the works were delivered safely and to programme, ensuring no impact on the wider museum redevelopment schedule.
Supporting a Sensitive and Sustainable Transformation
The reroofing of Perth City Hall played an essential role in converting the former concert venue into a modern, environmentally efficient museum space. Our installation improved:
• Thermal performance, supporting improved energy efficiency
• Long term building protection via a durable single ply membrane
• Daylighting, through new circular rooflights
• Safe future access, thanks to permanent safety systems
