Case Study: Fife College (Dunfermline Campus)

Scotland’s First Net Zero Ready Tertiary Education Facility

Procladd were appointed by Balfour Beatty to deliver the full roofing package for the new £90m Fife College (Dunfermline Campus), a landmark part of the Dunfermline Learning Campus and the largest Pathfinder project delivered under the Scottish Government’s Net Zero Public Sector Buildings Standard. Designed by Reiach and Hall Architects, the 20,000 m² campus comprises three interconnected buildings that will provide state of the art learning, teaching and digital skills facilities for over 4,500 students and staff

The design integrates carbon reduction strategies from the outset, using cross laminated timber and green delta beams to achieve a 20% reduction in emissions, while advanced environmental modelling ensures the building meets its net zero ready performance targets. Fife College and Fife Council have worked collaboratively to shape a future focused learning environment aligned to Scotland’s digital and green economy.

Our Scope: Hot Melt & Single Ply Roofing Systems for a High Performance Envelope

Procladd delivered a £3.8m roofing package covering approximately 5,800 m² of Bauder Bakor Hot Melt waterproofing and 3,400 m² of Bauder Thermofol Single Ply Membrane across the teaching block, workshop, sports block and link building. The hot melt system was selected for its durability and ability to support a large volume of rooftop plant equipment required by the net zero driven mechanical strategy.

Technical Delivery: Fully Adhered, Robust & Energy Aligned

The hot melt build up created a monolithic waterproofing layer combined with high performance insulation achieving a U value of 0.15 W/m²K. Finished with a mixture of paving and washed pebble ballast, the system delivered effective drainage and protected the waterproofing while enabling safe access around plant. Single ply areas completed the roofing solution where flexibility, detailing and programme requirements aligned. 

Design Coordination: Multi Phase Delivery & Net Zero Requirements

With three interconnected buildings delivered across five phases, the roofing design required constant interface management between trades. The decision to house most mechanical systems on the roof demanded significant hot melt coverage, robust upstands and carefully coordinated drainage details.

Workmanship: Phased Installation & Quality Assurance

Roof zones were installed and handed over sequentially, allowing mechanical trades to progress without delay. Operatives increased from five to 8–10 as activity intensified, with weather related challenges managed through pumping, drying and strict sequencing. Quality assurance followed our ISO 9001, 14001 and 45001 standards, with weekly Bauder inspections, photographic reporting and routine curing tests conducted across the concrete deck.

Project Management: Digital Tools & Daily Coordination

A full time Contract Manager provided daily oversight, coordinating crane lifts, deliveries and sequencing alongside Balfour Beatty. Digital workflows—including BIM, ITPs and Site Audit Pro—strengthened issue management, progress documentation and decision making.

Health, Safety & Social Impact

Safety was prioritised through weekly HSE meetings, monthly audits, mental health support programmes and observation reporting initiatives. Environmental management included waste segregation, reuse of materials and streamlined deliveries to reduce carbon output.
The project also delivered measurable community benefits, including local employment, work placements for Fife College apprentices, and volunteering activities with the Fife Coast & Countryside Trust. The main contractor’s commitment to workforce wellbeing was recognised with a Gold Considerate Constructors Scheme award.

Outcome: A Durable, Future Ready Roofscape

Procladd delivered a resilient, high performance, net zero aligned roofing solution capable of supporting extensive mechanical systems, meeting strict environmental targets and ensuring long term durability. Through digital integration, phased delivery and meticulous detailing, the roofing works form a critical component of Scotland’s first net zero tertiary education facility—a transformational campus built for future generations.
